Steven Ramanlal
Steven is a Planning Consultant based in TPG’s Wellington Office, with five years’ experience in District and Regional level consent processing across multiple authorities including Horowhenua, Porirua, Wellington, Gore, and Southland. His experience includes processing consents across rural, residential, industrial and infrastructure related projects, with a focus on clear statutory analysis, efficient processing and reasoned decision- making. He also contributed to developing plans and strategies across various domains, including social, economic, environmental, infrastructure, and regulatory services.
Steven has end to end experience in resource consent processing under the Resource Management Act, including pre-application, vetting, section 92 requests, section 95 notification assessments, section 104 reporting, ongoing applicant and agent correspondence, drafting consent conditions and consent notices, and coordinating technical review inputs. His recent processing work has included applications involving highly productive land, flood hazard overlays, liquefaction risk, coastal environment constraints, subdivision, residential/commercial/rural development, industrial activities, and Notices of Requirement.
Steven’s areas of expertise include processing resource consent applications on behalf of councils, as well as preparing, writing and lodging resource consent applications for clients. His experience spans subdivision, land use and infrastructure consents, district plan interpretation, and statutory assessments under sections 95 and 104 of the Resource Management Act. He also has experience in rural and versatile land assessments, including matters relating to the National Policy Statement for Highly Productive Land, hazard and flood risk assessments, industrial land use, urban intensification and multi-unit housing, stakeholder engagement with applicants, agents and affected parties; and due diligence and strategic planning advice.
Steven has also supported planning assessments for Fast-track applications, including review of statutory pathways, technical inputs, and planning risks under the Fast-track Approvals Act 2024. He brings a solutions-focused approach to consent processing, with a strong emphasis on timely delivery, clear communication, and coordination across council teams, applicants, and technical specialists. He also has emerging experience with limited notification, appeal-related work, and hearing processes.
