Katrina Ellis

Planning Manager – South Island

Katrina is Planning Manager of the South Island region, based at TPG’s Queenstown office.

Katrina has 12 years’ planning experience. Prior to joining TPG Katrina worked at Queenstown Lakes District Council (QLDC) where she held Senior and Management roles. Katrina has also gained experience through her roles as a Planner at Jacobs (formally Sinclair Knight Merz), and Lakes Environmental.

Katrina has successfully managed teams of planners, including internal staff and approximately 60 consultants (planners and other experts). From her time in Council roles, Katrina has intimate knowledge of Council operations, risks and needs. Katrina has extensive experience as the Council planning officer for a wide range of Council hearings, as well as experience at Environment Court hearings and mediations. Katrina has experience in both resource consent and policy appeals, successfully resolving a number of appeals for Council.

Katrina has wide ranging resource management experience including in providing strategic planning advice, policy, consenting, master-planning and planning for large infrastructure project.

Katrina has a high understanding of Council’s needs and has acted as delegated authority under the RMA, LGA and HASHAA, for QLDC, Wellington City Council, and Gore District Council. Katrina has been a planning expert for various Councils at numerous Council and Environment Court hearings, and Court mediation. Katrina became an accredited Commissioner in 2020.
