Stephanie Passey

Stephanie Passey is a Senior Property Consultant based in TPG's Hamilton office and is a key member of the Waikato and Bay of Plenty property team. With more than 20 years' experience in the property industry, including five years as a Registered Valuer across the Tauranga and Rotorua regions, Stephanie brings extensive expertise in land acquisition, disposal, valuation, stakeholder engagement, and property strategy. She specialises in the acquisition and disposal of land under the Public Works Act 1981 (PWA), along with land access, route selection, and negotiation processes for major infrastructure projects.

Stephanie has significant experience delivering property services for large-scale transport, energy, telecommunications, and local government projects throughout New Zealand. Her work has included landowner consultation and negotiations, acquisition strategy development, route investigations, property due diligence, survey and legalisation management, and the disposal of surplus Crown and local authority land. She has extensive experience supporting infrastructure projects from planning and route selection through to acquisition, legalisation, and disposal, while providing practical property advice to project teams, landowners, and statutory authorities.

Her project experience includes working with NZ Transport Agency Waka Kotahi on major transport initiatives such as the Tauranga Eastern Link, Hairini Link Project, Rotorua Eastern Arterial, and Waikato Expressway. For these projects, Stephanie has led landowner negotiations, prepared acquisition strategies, managed surplus land disposal programmes under section 40 of the Public Works Act, and coordinated complex survey and legalisation processes.

Stephanie has also delivered property and stakeholder engagement services for Powerco, including route selection, landowner consultation, and acquisition negotiations for transmission and distribution infrastructure projects across the Waikato, Coromandel, and Bay of Plenty regions. Her experience extends to telecommunications infrastructure site selection and lease negotiations, local government property transactions, commercial lease portfolio management, and strategic rating and valuation projects for energy sector clients.

As a Registered Valuer and Land Information New Zealand Crown Accredited Supplier, Stephanie combines strong technical property knowledge with extensive negotiation and stakeholder management experience. Her practical, solutions-focused approach enables her to effectively manage complex land and property matters while balancing project objectives, statutory requirements, and landowner interests.
