Ngāti Whātua Ōrākei is an iwi organisation located in Auckland. Their tribal development arm, Whai Maia Charitable Trust came to us needing assistance to establish their social housing business.
A large number of households came back from Housing New Zealand Corporation (HNZC) into Whai Maia management with many existing tenants. As well as lacking the internal resources to manage these tenancies, they also needed a strategy, systems and processes to ensure good practices going forward.
There were many aspects to consider in the project, including the need to balance commercial and social matters and working with tenants to transition from HNZC to Whai Maia and coordinate housing upgrades with tenants and Whai Rawa.
We worked with Whai Maia to develop policies and processes to successfully become a Community Housing Provider with the Community Housing Regulatory Authority (CHRA).
To address the lack of resources, we provided an in-house secondment to manage the day to day tenancy management. We also developed a job description for recruiting a full time permanent person in that role. We implemented new Property/Tenancy Management Software and set up housing processes and templates.
We also worked with existing and new tenants to establish new tenancies with Whai Maia. Once the tenancies had been established we looked to ensure there were sustainable practices for the future. We facilitated the development of a housing strategy for the Trust which aligns with their mission and values. We also worked with management and the board to establish systems and processes specific to the Trust’s requirements.
Whai Maia is now a Class 1: Social Landlord. They have a solid housing strategy to guide their decisions in the future and smart new processes and systems for the day to day operations of their housing portfolio.
